The Council

Crowborough Town Council is comprised of sixteen councillors; one of which is elected Mayor each year at the Annual Statutory Meeting in May. This year our Mayor is Cllr Greg Rose.

The Council meets at least six times a year to discuss issues concerning residents. In between these meetings are committee meetings which focus on specific details or projects. In addition councillors may be part of smaller working groups looking at specific shorter-term projects, or serve as a representative of the Council on the body of an outside organisation. Administration

Day-to-day administration of Council business is handled at the council offices. Office administration is overseen by the Town Clerk, Caroline Miles, who is legally the Proper Officer of the Council. Member Responsibilities

The role of a Council Member (Councillor) is to represent their area and provide a voice for their local community. Typically they give information and advice to constituents, campaign on local issues, represent the community within The Council, develop links and communicate with all areas of the community, support and participate in local organisations and partnerships and maintain the area and its resources. Council Members are elected officials and do not work at the council offices. However, you can contact any councillor using the contact information supplied here.

Meeting dates may subject to change.

The location and time of the meeting will be published on the agenda.

Agendas will be published three working days prior to a meeting.

Members of the public are welcome to attend a council meeting and there will be fifteen minutes at the start of each meeting designated for public participation.

Members of the public are welcome to remain for the rest of the meeting unless their presence is deemed prejudicial to the public interest by reason of the confidential nature of the business to be transacted or for other special reasons. In these cases the Council shall make a Resolution which will exclude the public from part or all of a meeting.

All minutes are considered to be draft minutes until they are formally adopted by the Council at the following meeting. Once adopted by the Council they are signed by the Chairman; the copies available on the website do not contain the Chairman’s signature, however, should you wish to view the signed minutes, please call the Council Offices on 01892 652907 and they will be made available for you.

Council Governance

There are a number of policies, procedures and documents which go together to make up the corporate governance of the town council. Three of the key documents for Crowborough Town Council are its Standing Orders, Financial Regulations and Code of Conduct.

 
CODE OF CONDUCT This is based upon the seven principles fundamental to public service (Selflessness, Integrity, Objectivity, Accountability, Openness, Honesty, and Leadership) and sets out a code of conduct for Members [councillors] to follow during their time of service. Download
FINANCIAL REGULATIONS These regulations govern the conduct of financial management by the council and may only be amended or varied by resolution of the council. They provide procedural guidance for members and officers. Download
STANDING ORDERS Standing orders are the written rules of the council. They are essential to regulate the proceedings of a meeting. The council may also use standing orders to confirm or refer to various internal organisational and administrative arrangements. Standing Orders are not the same as the policies of a council but may refer to them. Download
